Catastrophe Modeling – Why Are We Talking About It?

On Thursday, July 13, 2023, the Department of Insurance (CDI) held a public workshop regarding catastrophe modeling and how it might be used to help with assessing risk in California. Currently, most states use catastrophe modeling to inform the rates that they charge. However, California Insurance Code section 1861.07 requires that all information used in ratemaking be disclosed to the public. Catastrophe modelers make money by developing a process that they consider to be superior so that the carriers in both the traditional and reinsurance market will purchase this information from them.

HOW A BILL BECOMES LAW
The explanation for the political process of creating legislation is referred to as watching how sausage is made because it was out of sight to the public. That phrase suggests that legislation involves unpleasant or unseemly ingredients squeezed through the political machine and magically appearing at the end as well-constructed law. While there may be elements of truth to that description, there are often times when tracking legislation feels more like watching paint dry. The real effort in shepherding legislation often involves a lot of fits and starts that make the process of advocating or opposing legislation difficult and exhausting.
