The Legislature returned from Spring Recess on April 6, 2026, just in time for CAI-CLAC Advocacy Days. Nearly, 100 attendees from across the state came to Sacramento to advocate on behalf of California’s community associations. On the second day, attendees gathered at the Capitol for meetings with legislators and staff. The timing was ideal, as several CAI-CLAC-sponsored bills were scheduled to be heard in committee shortly thereafter. Below is a recap of where things currently stand.

Among CLAC-sponsored legislation, AB 2050 which would require reserve studies to identify the minimum annual contribution necessary to prevent reserves from falling below zero over a 30-year period. The bill has passed both the Assembly Housing and Community Development Committee and the Assembly Judiciary Committee with bipartisan support. CAI-CLAC Chair Stacie Donnelly provided in-person testimony and was highly effective in presenting the measure. The bill also secured co-author support from Assemblymembers Dixon and Zbur and continues to advance through the legislative process.

AB 1892 clarifies an HOA’s responsibility for restoring interrupted gas, heat, water, or electrical service originating in the common area. It also updates election rules by requiring 30-day notice for electronic secret ballots and shortening the acclamation election notice period from 90 days to 30 days. The bill has passed both the Assembly Housing and Community Development and Judiciary Committees and is now awaiting consideration on the Assembly Floor.

AB 2579 is a CAI-CLAC-sponsored clean-up measure addressing issues related to AB 130. It clarifies when fines exceeding the current $100 cap may be imposed, particularly for violations impacting health and safety. The bill has also passed both the Assembly Housing and Community Development and Judiciary Committees and is awaiting a vote in Assembly Appropriations.

In addition to CAI-CLAC-sponsored bills, several other key measures remain active including SB 1007. SB 1007 would prohibit associations from increasing or imposing regular assessments without member approval and would cap increases at the prior year’s amount adjusted for inflation. CAI-CLAC has met with the author and staff to discuss concerns and has proposed amendments to address those issues. Discussions are ongoing with the author’s office and committee consultants. The bill has passed the Senate Housing and Judiciary Committees and is awaiting consideration on the Senate Floor.

SB 1238 would impose additional disclosure requirements on homeowners selling their property, including separate disclosures related to exterior elements and units requiring imminent repairs. The bill has been significantly amended but we still have concerns. It is currently awaiting a hearing in the Senate Appropriations Committee.

Finally, AB 1684 would void governing document provisions that prohibit the installation, upgrade, or replacement of cooling systems. CAI-CLAC has taken an “oppose unless amended” position and is actively negotiating with the author’s office. The bill has passed the Assembly Housing and Community Development and Judiciary Committees and is awaiting consideration on the Assembly Floor.

CAI-CLAC advocates remain actively engaged with bill authors and legislative staff to secure amendments that address key concerns and protect the interests of community associations.
