2020 Legislation Update

October of last year marked the end of the legislative session in California and Halloween was a fitting backdrop for some of the year’s nightmarish results. While there was good mixed in with the bad, some of the legislation passed this year could turn out to be the most challenging ever to community associations, including SB 323 and AB 670. CAI’s California Legislative Action Committee (CAI-CLAC) fought hard and had great success in light of overwhelming political obstacles. Believe it or not, the horrific aspects of SB 323 would have been doubly dreadful if not for staunch opposition from CAI-CLAC.

Governor Newsom Signed SB 323

We are disappointed to announce that late last night, Governor Gavin Newsom signed Senate Bill 323 (Wieckowski). This means it will be effective on January 1, 2020. We worked hard to defeat SB 323 and I am proud of the work we’ve done. We came very close, especially on the Assembly Floor where the bill passed and was sent to the Governor with NO votes to spare. It would not have been so close without your hard work at the grassroots level, nor would the bill be as it is written now. Believe it or not, SB 323 was even worse when it was first in print and our opposition forced the bill to be amended to account for the problems we pointed out. While we’re disappointed in the outcome, we were very successful in reducing the bill’s negative implications. Your efforts, in the form of phone calls, letters, e-mails, social media messaging, and in-person visits with legislators, made a big difference – and nearly made all the difference.

SB 323 E-Mail Nightmare

SB 323 (Wieckowski) currently sits on the Governor’s desk, awaiting his action. If he doesn’t veto SB 323 on or before October 13th, it will become law on January 1, 2020. Given the significant problems with SB 323, we’ve been asking for your help! Thank you to everyone who has responded to our calls-to-action. But, we’re not done yet!

CAI San Diego Legislative Meeting

Members of the CAI San Diego Legislative Support Committee accepted the challenge made by CLAC Legislative Advocate, Louie Brown, to meet with Legislators during the summer recess.

LSC members Nathan Cornett and Lara Kwiatkowski acted on a very short notice and accepted a meeting with Assembly Member Randy Voepel (71st District) to discuss concerns with SB 323 (Wieckowski), which would eliminate local government over elections and candidate qualifications. The meeting was very productive and the Assembly Member offered to help talk with other legislators about his concerns with the bill.
